Only the Italian PoP is for Italian users, this due to nice people thinking it is a good DDoS target and causing other nuisances, which likely leads to the downtimes you noticed; thus thank your Italian brethren for that. As there is no real problem, except for the PoP being unavailable (rarely I might add according to our monitoring, which is a nuisance, but not much one can do about), nothing we can do further with this ticket.
