I have read and followed the "Reporting Problems" section on the Contact page and am providing the following details for this report based on the list of items stated there:
My name is David Horn (DHC2-SIXXS), and I am using tunnel T17629 via subnet R7542. I have tested this issue from FreeBSD 7, Ubuntu Linux 8.10, and Mac OSX 10.4.
I have noticed that I am unable to access certain IPv6 websites through my uschi02 tunnel. (www.ietf.org, and one of the ipv6 addresses behind tools.ietf.org)
For example:

Wireshark shows the DNS lookup/response properly, with just a SYN Packet being sent as normal, except no SYN-ACK response. (In other words, unlikely an MTU issue, as we are looking at small packets at this point in the connection)

I am able to get the site to load via IPv4, and via http://www.ietf.org.ipv4.sixxs.org. Traceroutes from various sixxs IPv6 pops show good traces from everywhere except uschi02 (which times out past (2001:504:0:2:0:3:71:1) ibr01-ve96.asbn01.occaid.net).

The ietf website and other servers (or actually, more precisely Neustar who are hosting them at the moment) have known transit issues. Unfortunately that is not something we can resolve for them. Only way to get that resolves is to get more transit for them in place. You'll have to complain to them for this.
