Heartbeat tunnel T7484 is user disabled and can't be enabled

I'm having a strange problem when trying to setup tunnel T7484 to deham01. Note that my account was deleted in 2005 and reenabled 2 weeks ago, so the problem may be related to this.
The tunnel was admin enabled when my account was restored, as the log says: 2010-02-15 20:27:36 Tunnel T7484 to heartbeat was admin enabled, but it appears as disabled by user on the website (AFAIK heartbeat tunnels can't be disabled by user), and indeed this is what AICCU says:

(Also note that AICCU incorrectly parses the "AdminState" and "UserState" fields.)
This seems a POP problem, but anyway the OS is Mac OS X 10.5.8. TUN/TAP driver is correctly installed as it works with another tunnel. I can reach deham01 both via IPv4 and IPv6.
