In the last couple of days, the RTT between the usbos01 POP and the Comcast network is very large, about 400 ms. Here are traceroutes from both directions suggesting the the issue is with the intermediate gateway tata-px.whkn01.occaid.net.

Welcome to Net Neutrality.... that circuit has to be heavily overloaded to cause a 300ms++ delay (which would a round-the-world-route otherwise).
Unfortunately there is little one can do about these kind of connections as it happens in networks we do not have influence over.

If I understand correctly, the problem circuit tata-px.whkn01.occaid.net is an uplink connection to occaid.net which hosts usbos01 (as well as other POPs). The problem is at occaid.org's side and not at Comcast's side, so I don't think it is intentional overloading as you have suggested. Please forward the issue to occaid.org, they may have some control over their uplinks.

That hop where the latency increase is happening is a transit interface. Just congested.
