Cannot request subnet for tunnel T21600

Hello,
I need to create a subnet for my second tunnel (T21600), but the 'Request subnet' link is 'disabled due to insufficient ISK or permissions'. I assume it's because of the old R43853 which used to exist on this tunnel but has since been deleted. The FAQ confirms that I can have both the default /64 and a /48 on the same tunnel, which I'm trying to do (disabling the default /64 did non re-activate the link, pretty much as expected).
Before randomly killing tunnels and subnets and stuff and probably causing even more problems, I thought I'd better ask whether there maybe is something on my part that I should fix before being able to request that subnet.
On a related note: What is SixXS's policy on tunnels/subnets that are used primarily for testing, mock-up networks and such? I have been keeping around that second tunnel precisely for this kind of stuff, i.e. I'd use it for a few days, weeks and so on until the configuration settles or the project is discarded, then disable it until I need it again. Is this acceptable or should I use fresh tunnels/subnets for that and decommission them afterwards?
