I already have a subnet and everything. but to keep the tunnel I have active do I need to have AICCU running on a machine where im going to use the tunnel?

AICCU is only need for non-static tunnels (AYIYA and heartbeat) unless you have a device (eg AVM Fritz!Box) that provides an implementation of these protocols.
