What means Tunnel State: "User disabled"

Hi!
My tunnel was deleted because the mail bounces. Now the account was undeleted, so the tunnel. But the tunnel connection wont establish. Its a heartbeat tunnel. The time is correct and the settings didnt change. The only things is, that the State of the tunnel is "User disabled". So what does this mean? How can I fix this?
