Slow speeds

I've noticed that my IPv6 tunnel through gblon2 (Goscomb) has very poor speeds. On a 40Mbps fibre to the cabinet link that gives me a good 37Mbps normally, all the IPv6 speed test tools I can find report about 0.4Mbps. It's something I noticed because Youtube is really slow to buffer unless I disable IPv6 in Firefox.
Do the POPs do any throttling or similar? Should I be expecting better speeds?

As seen on the traffic statistics gblon02 has more than enough bandwidth available and is definitely able to push a lot more too...
