Is there a copy of the AICCU source code for the GUI and console editions on the Windows platform? I would like to examine it and update it for windows 7 and fix some broken steps in the autotest function.

That make three of us. Is anyone else not being able to use heartbeat tunnels with Win 7/8 64 bit due netsh failing on adding a v6v4tunnel because netsh is being called from a 32bit app?

That is a quite nonsense statement. It is irrelevant for an application if it is 32bit or 64bit when starting another application, even if that is a 'special' one like netsh.
Instead of making such an odd statement, please provide detailed output of what is supposedly going wrong.
Also note that since the original messages in this thread various updates to AICCU have been released that have resolved various problems on Windows 7 and 8. See the changelog for the details.
And to repeat what is written in various other places: If you have problems, report them.
Do of course provide details, and not just "it does not work".
