Would this work?
"Ordinary" users gets only ipv6-adress
They may access ipv6-services directly, and http-requests to ipv4-only gets routed to a ordinary proxy-server at the ISP.
I don't know if a squid-proxy can be accessed by ipv6 and fetch an ipv4-site, but if not, the user can get a 192.168-adress to access the proxy.

First off, remember that "The Internet" is not solely HTTP, there is a lot more to it than that and the biggest usage of "The Internet" are other protocols.
google(Carrier Grade NAT) for a lot of suggestions like this and see other forum threads for several 'solutions' to this problem.
Most of them will break a lot of things though as one simply needs an e2e address for communications to work correctly.
